Instructions to Request Log On

  1. Log on to the City website at https://lobbyreg.dallascityhall.com/
  2. Select NON-REGISTRANT ID.
  3. Enter name of Non-Registrant. (Firm or Person)
  4. Does this Non-Registrant already have an account?  Select YES or NO. (If Yes, you are requesting to add a user to an existing account.  If No, you are requesting a new account)
  5. Enter the Name of User. (This is either the Non-Registrant name, same as above, or an agent of the Non-Registrant if Non-Registrant is a firm)
  6. Enter the Preferred User ID. (This ID is used to log into the system)
  7. Enter the User’s phone number.
  8. Enter the User’s email address.
  9. Will the registering user be authorized to sign the filed report?  Select YES or NO.  (If no, this user will have the ability to edit all information for the Non-Registrant, but will not be able to finalize and submit the report)
  10. Provide a security question and answer.  (This will be used to authorize emailing your password, if forgotten.  For example, your first pet, mother’s maiden name, etc.)
  11. Select SEND THIS REQUEST
  12. Once city staff have received email notification, you will be issued a log on and temporary password.  Upon log in you will be required to change the temporary password.

Instructions for Log In

Initial Log In

  1. Log on to the City website at https://lobbyreg.dallascityhall.com/
  2. Logging in for the first time, or after the request for a password, you will be required to change your password. 
  3. Enter the temporary password provided to you or in case of a password change, enter your old password.
  4. Enter your new password.
  5. Confirm your new password.
  6. Click SAVE.
  7. You will receive a pop up message stating that you have successfully changed your password.

Log In

  1. Log on to the City Website at https://lobbyreg.dallascityhall.com/
  2. Select LOG IN.
  3. Enter User Name.
  4. Enter User Password.
  5. Select User Group.
  6. Select CREATE REPORT.

Section I:
Guidelines from City of Dallas Ordinance 27748 on those who are required to file a Non-Registrant Disclosure Form and the information required for disclosure.

Section II:
Enter Non-Registrant’s information:

  1. Enter Non-Registrant’s name.
  2. Enter Non-Registrant’s address.
  3. Enter Non-Registrant’s email address.
  4. Enter Non-Registrant’s telephone number.
  5. Enter the nature of the Non-Registrant’s business.
  6. Select the form of the Non-Registrant’s business.

7.         Select SAVE NON-REGISTRANT.

Section III:
Enter Filer’s information:

  1. Enter Filer’s name.
  2. Enter Filer’s address.
  3. Enter Filer’s email address.
  4. Enter Filer’s telephone number.
  5. Enter nature of Filer’s business.
  6. Enter position held by Filer.
  7. Select SAVE AGENT.

Section IV:
Enter information on the subject property:

  1. Enter property description of the designated zoning case or designated public subsidy matter.
  2. Enter the address of the designated zoning case or designated public subsidy matter.

Section V:
Enter the description of the Designated Zoning Case or Designated Public Subsidy Matter:

  1. Select DESIGNATED ZONING CASE or DESIGNATED PUBLIC SUBSIDY MATTER
  2. Enter property description.
  3. Select SAVE PROPERTY.

Section VI:
Enter the description of Lobbying contacts on designated zoning cases on Schedule D.

Schedule D
List each Lobbying contact made by the Non-Registrant on the designated zoning case.

  1. Enter the description of the designated zoning case.
  2. Enter City Council Member contacted
  3. Enter City Plan Commissioner contacted.
  4. Enter names of person(s) making contact.
  5. Select the type of contact made.
  6. Select SAVE.

Section VII:
Enter description of Lobbying contacts on designated public subsidy matters on Schedule E.

Schedule E
List each Lobbying contact made by Non-Registrant on the designated public subsidy matter.

  1. Enter the description of the designated public subsidy matter.
  2. Enter the City Council Member contacted.
  3. Enter the person(s) making contact.
  4. Select the type of contact made.
  5. Select SAVE.

Enter each contact made by the Non-Registrant. 

Section VIII:
Statement of Affirmation concerning the statements given in the Non-Registrant Disclosure Statement, Schedule D, and Schedule E.
