Scope and Contents

Collection consists of a bound copy of a detailed analysis and recommendations relating to the City of Dallas procurement process conducted in 1980.

Prepared by the accounting firm of Price Waterhouse, the 1980 report was designed to improve the productivity of the procurement process as well as to maintain proper accounting control over the process.  The recommendations include increasing the level of purchase authority given to buyers in the Procurement Department, streamlining the bidding process, and increased accounting controls.  

The Procurement Department (now called Business Development & Procurement Services) administers the city's centralized purchasing system.  The department is responsible for developing bid specifications jointly with city departments, obtaining bids through advertising and direct solicitation, establishing and monitoring price agreement contracts, and issuing purchase orders.
